In accordance with the Federal Energy Regulatory Commission’s (FERC) scoping process, I submit that FERC perform a thorough, aggregate, and comprehensive Environmental Analysis as part of the National Environmental Policy Act (NEPA) review process as it considers the Rover-Bulger Compressor Station and Harmon Creek Meter Station Expansion Project (Project) involving construction and operation of facilities by Rover Pipeline LLC (Rover) in Smith Township, Washington County, Pennsylvania. Additionally, I urge FERC to hold a public scoping session so that local residents can have meaningful input into this process.
The United States Environmental Protection Agency, as well as Pennsylvania’s Department of Environmental Protection, need more time to thoroughly measure, test, and fully understand the aggregate environmental and public health impacts this Rover Pipeline Expansion Project’s increase in industrial emissions will have on Pennsylvania’s air quality, specifically in the Washington County area.
A public scoping session on this Project is necessary because the public has significant interest in and concerns regarding the operation of the Rover facility given the proposed project area’s history of unknown cumulative environmental and public health impacts from existing oil, gas, and petrochemical facilities. Such impacts include explosions, flaring, and instances of noncompliance. Furthermore, the Project is located in an Environmental Justice area, which calls for enhanced public participation processes and opportunities.
Rover’s proposed Project would disproportionately impact vulnerable and sensitive communities who are already living with significant pollution burdens from the massive amount of oil and gas facilities operating in the area. This expansion project stands to further exacerbate the already unmeasured and underreported aggregated impacts from the midstream oil and gas and petrochemical industry operating in Washington County by increasing their collective capacity to transport, process, refine and sell more natural gas-derived products.
I strongly believe that a comprehensive and aggregated Environmental Analysis by FERC will almost certainly conclude that this Project has the potential to do more harm to the public than good.
