PA has the 5th dirtiest power sector in the country and electricity generation is the largest source of our state's carbon pollution. Thankfully, Governor Wolf made the much-needed move to tackle the climate crisis by initiating a rule to set the first-ever limits on carbon dioxide pollution from power plants and by joining the Regional Greenhouse Gas Initiative (RGGI).

Pennsylvania’s participation in RGGI is common sense as it creates a path toward a more stable climate, healthier air, a robust energy economy with tens of thousands of new jobs, and lower electricity bills.

This is the most critical program Pennsylvania has ever undertaken to address climate change and now is the time to act. RGGI is projected to reduce up to 227 million tons of CO2 this decade and accumulate over $6 billion in monetized health benefits.

SB 15 and HB 1565 would amend the Air Pollution Control Act and make critical reinvestment decisions for the Commonwealth.

These bills complement DEP's ongoing RGGI rulemaking process.

Pennsylvania’s participation in RGGI – beginning in 2022 – will lead to hundreds of millions of dollars in annual proceeds over the next decade.

In addition to funding important renewable energy and energy efficiency programs, SB 15 and HB 1565 would also create the Energy Communities Trust Fund and the Environmental Justice Communities Trust Fund, which would foster investments in bill assistance for low-income ratepayers, support for environmental justice communities, and support for workers and communities transitioning to a post-coal economy.

However, SB 119 and HB 637 would strip DEP of its existing statutory and constitutional authority to limit carbon pollution and would block the state from participating in RGGI (foregoing all the benefits listed above).

Coal plants in Pennsylvania have only a few years left to operate, whether the state participates in RGGI or not. With RGGI, Pennsylvania would generate potentially billions of dollars this decade that the legislature could help direct to communities affected by the transition away from fossil fuels. By blocking RGGI, we'd just be burying our heads in the sand and doing nothing.

RGGI has been a big success in the 11 states that have been participating over the past decade. In those states, RGGI has cut climate pollution nearly in half while raising over $3 billion to invest in clean energy, energy efficiency, and lower consumer electricity bills.

RGGI will reduce carbon pollution from Pennsylvania power plants by 188 million tons, create 27,000 new jobs, and boost the state’s economy by nearly $2 billion just by 2030.
